Richmond Highway Bus Rapid Transit (BRT) Route 1 (Richmond Hwy) Bus Rapid Transit System, Fairfax, VA
Responsible for providing Consulting Services and Right of Way support for this STV/RK&K Joint Venture, a $464 M project. The project is planned to implement a new 7.4 mile fixed guideway the Richmond Highway (Route 1). The Route 1 Multimodal Alternatives Analysis, sponsored by VDOT, the Department of Rail and Public Transportation, the Office of Intermodal Planning and Investment, as well as Fairfax and Prince William counties, identified improvements needed to best meet the needs of both the community and corridor travelers. Key recommendations included a Bus Rapid Transit system constructed in three phases; long-term, a three-mile extension of the Metro Yellow Line to Hybla Valley, and short-term, widening Route 1 with bicycle and pedestrian facilities. The overall scope of services under the “Consulting Services on the Richmond Highway Bus Rapid Transit (RHBRT) Program” is to assist Fairfax County (County) in defining and completing numerous and varied activities that must be accomplished to implement a BRT system along Richmond Highway in Fairfax County. Responsible for the Project Management, Acquisitions and Relocation for this project to implement a new 7.4 mile fixed guideway, the Richmond Highway (Route 1). included estimating, creation of project schedule, tracking appraisals, appraisal reviews, acquisitions, relocation as well as Oversight of relocations. The PMC has identified approximately two-hundred twenty-eight (228) parcels that are impacted by the project, including fifty-two (52) total acquisitions/partial acquisitions with building impact and one-hundred seventy-six (176) partial acquisition parcels that will be required for the RHBRT Project. The PMC will perform all services necessary for implementation and review of the ROW acquisition program including appraisal, appraisal review, and review of the negotiation and relocation process. All services shall be performed in accordance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (as amended) [Uniform Act], Federal Transit Administration (FTA) Circular 5010.1E Rev. 2, the Virginia Department of Transport (VDOT) at Right-of-Way Manual, County regulations, and the applicable laws of the Commonwealth of Virginia which are incorporated herein by reference.
Friant Water Authority, Friant-Kern Canal Subsidence Correction Project, Kern County, CA
Project Management, Acquisitions and Relocation for this project to rehabilitate a 22-mile-long portion of the existing canal, focusing on the areas impacted most by subsidence. The project manager for the full service right of way for 47 parcels included estimating, creation of project schedule, tracking appraisals, appraisal reviews, acquisitions, relocation and well relocations. This was a complex project involving commercial farms, multi-state corporations, relocation of water wells, utilities, personal property relocations and part-take hobby farms. The job need creative solutions so the farming community could remain in business during the construction process. This project was able to be constructed on time having all Right of Way deliverables on time and within the estimated Right of Way budget.
Sacramento Suburban Water District, Well Site Acquisition Program, Sacramento County, CA
The Project Manager did property owner surveys as part of a well site acquisition program. Responsibility was to ensure the agents contacted property owners to determine their willingness to engage in the sale of their parcels to the District, and provided a summary of the activities and results. The project also included the acquisitions of several complex parcels including a part take acquisition from Lennar Homes of Sacramento. The negotiations included provision for infrastructure for the new well that would serve the planned subdivision. The negotiations include permanent improvements to the benefit of both parties.
Department of Water Resources Marysville Ring Levee Project, Yuba County, CA
The Project Management and Acquisition for the continuing repairs to the 7.5-mile-long Marysville Ring Levee, which completely surrounds and protects the City of Marysville. This project requires coordination between California’s Department of Water Resources (DWR), Central Valley Flood Protection Board, Marysville Levee Commission and Yuba Water Agency.
White Rock Road Widening Project, Sunrise Blvd. to Fitzgerald Ave, Sacramento County, CA
The Project Management and Acquisitions for this project to install a new traffic signal and provide intersection improvements at White Rock Road and Gold Valley Drive. The responsibility was for ensuring appraisals, appraisal reviews and acquisitions, as well as negotiating joint use agreements between private parties was conducted in a fair and equitable manner to all parties involved.
Placer County Transportation Planning Agency, West Roseville Intersection Improvement Project
Watt Avenue and PFE Road, Placer County, CA: The Project Manager and Acquisition for this project to provide an ultimate six (6) lane configuration of Watt Avenue and a four (4) lane build out on PFE Road. The scope included project management, appraisal, acquisition, and title and escrow coordination for twenty-three (23) impacted parcels.
California Interstate 1-5 South, Los Angeles, CA
The Project Management, Acquisition and Relocation was requested to have a team of Right of Way Agents provide Project Management, Acquisition and Relocation Assistance to the Los Angeles District on the I-5 South Corridor freeway widening project which began in late 2009. The interchange that was assigned to the North Region was along the I-5 Norwalk Boulevard section. This section comprised of 100 single family residences. This project scope included project management, appraisal, acquisition, and relocation and title and escrow coordination for one hundred impacted parcels. This project was completed in 2011 on time and within budget.
Placer County PLA 65 Bypass Project
The Project Management, Acquisition and Relocation was completed for this $324 million project including the Lincoln Crossing subdivision project in 2002. Completed purchase of the Aitken Ranch mitigation property early in the process also which saved on rapidly escalating costs
Placer County Truckee Bypass Highway 267 Project, Truckee CA
The Project Management, Acquisition and Relocation was completed for this $185 million project completed in 2002. Complex acquisition parcels acquired included property interests from TTSA (Tahoe Truckee Sanitation Agency), TSD (Truckee Sanitary District) and the Truckee Airport. Required complex negotiations and infrastructure reconfiguration as part of the settlement.
